Contract Specialist

The Contract Specialist provides business advice to customers and performs a wide range of pre-award, post-award, and contract preparation and administration work on a broad spectrum of small to medium construction contracts, professional services, maintenance, natural resources, parking, shuttle, transportation, and task order contracts. This position manages the organizations Purchase Card Program and serves as Travel Coordinator.

DUTIES:

  • Perform pre-award contract activities. Develop contracting plan, contractor resourcing, and interface with various user groups (engineering, construction, operations, maintenance, transportation, municipal services, natural resources and others as necessary) in support of preparation of RFP’ s/IFB’ s. Manage solicitation process including pre-bid meetings/job-walks, bid evaluation/analysis and price negotiations, award recommendations, and contract execution.

  • Coordinate negotiation of contract terms and conditions.

  • Perform all facets of pre-award/post-award and contract/solicitation administration.

  • Administer changes to contracts including contract modifications and audits.

  • Prepare, administer and manage Task Order contracts and Task Orders.

  • Proactive in ensuring contract compliance, and that various reporting requirements, invoices and supporting documents are completed in a timely manner.

  • Monitor Davis Bacon/Service Contract Act prevailing wage rates where applicable.

  • Perform close out of contracts, and finalize outstanding contract issues, final invoices and contractor performance evaluations.

  • Interface with organization management with respect to contracting activities.

  • Assist the Associate Director of Contracting in working with Legal to identify new contract formats and ensure proper document language.

  • Manage the organization’ s Purchase Card Program. Train cardholders, issue cards, enforce procedures, and maintain and revise procedures to keep the program as efficient as possible.

  • Serve as Travel Coordinator with responsibility for training cardholders, managing Travel Cards, monitoring travel planning, processing employee travel reimbursements, and revising agency procedures as necessary.

 

QUALIFICATIONS:

  • Requires a Bachelor’ s Degree

  • 3 years of relevant experience with a wide variety of contract types

  • Advanced negotiation and interpersonal skills

  • Computer literacy in word processing and spread sheets (MS Office

  • Experience with the Oracle Financial Systems is a plus

  • Excellent written and verbal communication skills

  • Ability to function in an environment of flexibility and creativity.

REQUIRED KNOWLEDGE:

  • Knowledge of Federal contracting principles, laws, statutes, Executive Orders, regulations, and procedures applicable to pre-award and post-award duties sufficient to plan and carry out procurement actions and administer contracts for a variety of specialized equipment, services, construction, and/or commodities using a wide range of contracting methods and contract types.

  • In-depth knowledge of commercial business practices and market conditions sufficient to evaluate offer acceptability, contractor responsibility, and/or contractor performance, and to determine acquisition strategy and sources. Knowledge of up-to-date market research procedures and techniques.

  • Knowledge of a wide range of contracting methods and contract types sufficient to perform pre-award, post-award, and price/cost analysis functions.

  • Knowledge of pre-award and post-award activities associated with the award and administration of fixed price and cost reimbursement type contracts such as fixed price with incentives, Indefinite Delivery Indefinite Quantity (IDIQ), etc.

  • Knowledge of negotiation techniques and technical requirements sufficient to procure complex and/or diversified supplies, services, and/or construction.

  • Knowledge of contract administration sufficient to monitor a group of contracts, such as fixed-price with redetermination provisions, cost reimbursement, or contracts with incentive provisions.

  • Knowledge of contract termination procedures sufficient to recommend or determine allowable costs, profit to be allowed, disposal of government property, and similar issues and to negotiate settlements with contractors.

  • Knowledge and skill to effectively apply the socioeconomic programs mandated by labor laws and regulation (i.e. Service Contract Act, Davis-Bacon Act, Employment of the Handicapped, Listing of Employment Openings, Equal Opportunity in Employment, FAR Part 19) and Small Business Act legislation (i.e. small business and Section 8(a) set-asides).

  • Knowledge of contract cost analysis techniques sufficient to gather and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement actions.

  • Knowledge of accounting systems and their appropriate uses sufficient to ensure that contract awards are properly recorded in the automated financial system.

  • Knowledge of automated acquisition processes and related systems in order to procure supplies, services, or construction.

  • Knowledge of and ability to identify the appropriate legal instrument for the action requested, e.g., contract, Federal Financial Assistance Agreement, Interagency Agreement, etc.

  • Ability to communicate orally and in writing to negotiate acquisitions, to produce contract documents and related correspondence, to clarify specifications, and to explain contract terms and conditions.
