Senior Operations Safety Specialist
Job Summary
The Senior Operations Safety Specialist independently oversees and performs complex investigations of rail accidents and incidents, leads safety audits and inspections, and develops and implements safety programs, policies, and training to ensure operational and industrial safety across the organization.
Responsibilities
- Independently manage and conduct complex investigations into rail accidents and incidents, including on-scene response, cause analysis, and development of corrective action recommendations.
- Prepare and compile written reports for internal management and external agencies, and chair accident investigation review teams.
- Review, negotiate, and incorporate proposed modifications to operating rules and procedures, and maintain and update emergency plans.
- Plan, organize, perform, and document internal safety audits of Transportation, Maintenance, Training, Engineering, and other departments.
- Investigate and resolve reports of unsafe conditions, practices, or acts within the organization.
- Provide technical safety and regulatory compliance guidance to management, employees, and contractors.
- Evaluate, document, and recommend improvements to safe work practices and procedures.
- Develop safety and emergency response education and training programs, including needs assessment, material development, and delivery.
- Conduct safety-related drills and training for internal staff and external emergency response services.
- Maintain records and develop statistical reports and graphs on safety-related indicators.
- Review contract documents and participate in safety certification audits for system additions and modifications.
- Monitor and inspect planned and existing facilities and systems for compliance with operational safety and environmental requirements.
- Perform safety inspections of stations, communication equipment, and other operational facilities.
- Serve as liaison between the safety function and other departments, as well as with regulatory agencies and safety-related committees.
- Communicate safety concerns and integrate safety considerations into organizational goals, objectives, priorities, and project plans.
- Supervise and direct the work of Operations Safety Specialists, including assigning work, reviewing performance, mentoring, and coordinating training.
- Lead team activities and conduct group meetings related to safety programs and initiatives.
- Use computer applications, including word processing, spreadsheet, and database programs, to support safety activities.
- Maintain awareness of new developments and best practices in operational and industrial safety and incorporate them into safety programs as appropriate.
Requirements
- Extensive experience in operational or industrial safety, preferably within a rail or transportation environment.
- Proven experience conducting complex accident and incident investigations and developing corrective action recommendations.
- Demonstrated experience performing internal safety audits, inspections, and compliance reviews.
- Experience developing, implementing, and delivering safety and emergency response training programs.
- Experience supervising or providing functional and technical guidance to safety or operations staff.
- Knowledge of safety regulations, standards, and best practices relevant to rail or transportation operations.
- Ability to analyze safety data, prepare statistical reports, and present findings to various stakeholders.
- Proficiency with common office software, including word processing, spreadsheet, and database applications.
- Strong written and verbal communication skills, including report writing and presentation abilities.
- Ability to work collaboratively with internal departments, external agencies, and multidisciplinary teams.
